Mullins Lawyers Welcomes New Partner

Queensland-based firm, Mullins Lawyers (Mullins) welcomes new Planning and Environment Partner, Mitchell Osborne.

Mullins has today announced the appointment of Mitchell Osborne as a Partner in its Property team, reinforcing the firm’s strategic growth in Planning and Environment and Construction ahead of Queensland’s infrastructure and property surge in the lead-up to the 2032 Brisbane Olympics.

Mitchell brings over 15 years’ experience in planning, environment, construction, and government matters, and is also a qualified town planner. His dual qualifications and extensive background working with both public and private sector clients position him as a trusted advisor in a time of rapid development across Queensland.

Mitchell has acted for a wide range of clients including developers, landowners, and both local and state government authorities. His past clients include Brisbane City Council, Logan City Council, Sunshine Coast Council, Townsville City Council, and the Council of the City of Gold Coast, among many others. He regularly appears in the Planning and Environment Court and has led litigation in the Magistrates Court, Land Court, and Supreme Court of Queensland.

Mitchell’s experience spans boutique, mid-tier and top-tier international law firms, as well as in-house legal roles at Brisbane City Council and secondments with Ergon Energy and Powerlink Queensland. His breadth of expertise encompasses front-end strategic advice, legislative interpretation, infrastructure delivery, construction projects, and complex dispute resolution.

He has advised on all stages of major construction and infrastructure projects – from feasibility and planning approvals through to contract negotiation, risk management and dispute resolution – making him a valuable asset for clients navigating Queensland’s fast-evolving regulatory and development landscape.

Just weeks into joining Mullins, Mitchell chaired a session at the 2025 Queensland Environmental Law Association (QELA) Conference, further cementing the firm’s strong industry ties and alongside his longstanding connection with the Planning Institute of Australia (PIA).

His addition to Mullins marks a significant expansion of the firm’s Planning, Environment and Construction capabilities at a pivotal moment for Queensland’s future.

Managing Partner, Sam McIvor, said “Queensland is preparing for a once-in-a-generation infrastructure and property boom as we look toward the 2032 Olympics. Mitchell’s expertise, skills and commercial approach aligns with Mullins’ commitment to supporting our clients through this transformative period. His deep expertise and understanding of government, construction and development make him a valuable addition to our Partnership.”

Mitchell will work closely with the wider Property team, continuing to deliver high-quality, commercially focused advice across planning, environmental compliance, infrastructure, construction, and development matters.

This appointment forms part of Mullins Lawyers’ ongoing investment in talent and service capability, ensuring clients receive timely, strategic and practical legal support as Queensland evolves.
